   Yes and it is completely legal:
   Go to http://groups.adobe.com and find a group near your physical location. Most groups do a drawing or award it as a prize, just check out their requirements.

   There is no way to legally get photoshop for free. You can get a free trial from http://www.adobe.com or try a free alternative like GIMP from http://www.gimp.org
