   Picnik, FotoFlexer or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, now has a free website version in Photoshop Express. If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations.    The very best freebie photo editing software is: Adobe PhotoDeluxe which can easily be found and downloaded via a google.com search. PhotoDeluxe is the predecessor to PhotoShop and it has almost all the features and is easy to use.

   Try GIMP, it’s a free open source image manipulation program.
   It has most of the functions of Adobe photoshop and pretty good community support.

   Try using ultimate paint if you want the basics. Or I’ve heard picasa’s good too if you want something a bit more advanced.

   It is wonderful! It is basically a free version of photoshop, only it is dumbed-down for people like me. In other words – same quality (or close to) as photoshop, but so much easier to use. And FREE!!!

   Theres picassa 3 its not a photo shop but you can crop, retouch, add text, change color stuff like that hope ive helped
