I am trying to make a sig of Kobe Bryant but I have no idea how to shrink his picture to fit the frame, at this rate only his feet will fit. How can I shrink the image to make him fit.

Select the layer with the image you are trying to resize, then press Control+T to initiate Free Transform mode. You will see handles around the image to resize it. Hold Shift as you drag the handles to keep the aspect ratio the same (to avoid stretching it out).
